Primary on-call acknowledges a Sev1 within 5 minutes. If it is still unacknowledged after 15, it escalates to the secondary, then to the engineering manager.

A desktop app for macOS and Windows — adding a menu-bar icon and a system-wide capture shortcut — is built and being prepared for release; the download page shows its current status. There is no iOS app yet, but you can add the web app to your iPhone Home Screen from Safari.
Partly, and it is worth being precise: recently opened pages stay readable offline in the installed web app, but editing offline is not supported yet — changes need a connection to save. If fully offline, local-first editing is essential to you, that is a real limitation today.
